Broadband Deployment Overview
New York State’s ConnectALL Office has been allocated more than $664 million in funding from the federal Broadband Equity Access and Deployment (BEAD) Program, part of the 2021 Bipartisan Infrastructure Law. The BEAD allocation is the largest single investment in the ConnectALL initiative and will be used for providing new connectivity infrastructure to locations in New York that currently have no broadband service. The BEAD allocation is a part of the ConnectALL Deployment Program.

The National Telecommunication and Information Administration (NTIA) requires that States develop four different plans to receive their BEAD funding. ConnectALL has submitted and received approval on all four required plans:

Final Proposal
ConnectALL submitted the Final Proposal to NTIA on September 25, 2025. NTIA approved the Final Proposal on December 4, 2025 and the National Institute for Standards and Technology (NIST) approved the Final Proposal on January 16, 2026. ConnectALL is currently working with NTIA on next steps.
The draft Final Proposal was open for public comment for a period of 7 days. ConnectALL reviewed and considered all comments prior to submitting the Final Proposal to NTIA. A Document Change Log can be found at the end of the document, and a summary of the public comment process can be found in Section 4.

NTIA established new requirements through the approval process, including what was effectively a grant-per-location cap of $14,500. ConnectALL negotiated with provisional subgrantees to implement these new requirements, resulting in changes to the Final Proposal from the version published for public comment in September 2025. Updated program data can be found in the file linked below:

Initial Proposal, Volumes 1 and 2
New York State's Initial Proposal, Volumes 1 and 2 describe how to most effectively invest the $664 million to attract private investment and reach unserved locations.
The draft Initial Proposal was open for public comment for a period of 30 days. Based on the comments received, revisions were made to both Volumes and Appendices (as indicated below) and submitted to NTIA in December 2023. Volume 1 and Volume 2 have been approved by NTIA. A Document Change Log can be found at the end of each Volume. Public Comment Disclosure can be found in Appendix 2 of Volume 2.

NYS BEAD Five-Year Action Plan
The BEAD Five-Year Action Plan outlines goals and priorities for the $664 million allocated for broadband deployment in New York State under the Bipartisan Infrastructure Law. These goals and priorities align with Governor Hochul’s commitment to affordable, reliable, and accessible broadband for all residents across the state. The Plan notes the cost of building new fiber infrastructure to all unserved addresses identified by the FCC. The Plan also presents initial results from ConnectALL’s Internet and Digital Equity Listening Campaign, the first-ever comprehensive assessment of the digital divide in New York, encompassing both infrastructure and non-infrastructure barriers to broadband adoption.
