Overview
The ConnectALL Deployment Program (“the Program”) will support the deployment of broadband to unserved and underserved locations statewide. The Program will provide grant funding directly to eligible applicants (see the Program Guidelines for the definition of eligible applicants) to construct and install last-mile infrastructure and/or communications equipment that can deliver broadband services to unserved and underserved locations. The Program is funded by the U.S. Department of Commerce’s National Telecommunications and Information Administration (“NTIA”), which allocated $664.6 million to the State of New York through the Broadband Equity, Access, and Deployment (“BEAD”) Program. New York State's Broadband Deployment Initial Proposal, Volumes 1 and 2, describe how ConnectALL will effectively invest the BEAD allocation to attract private investment and reach unserved locations. New York State’s Broadband Deployment Final Proposal describes the provisional awards to be made through the Program.
Broadband Deployment Plans
New York State’s Broadband Deployment Initial Proposal, Volumes 1 and 2, describe how ConnectALL will effectively invest the BEAD allocation to attract private investment and reach unserved locations. Both volumes of the Initial Proposal were approved by NTIA, paving the way for ConnectALL to begin its subgrantee selection process.
ConnectALL submitted its BEAD Final Proposal to NTIA on September 25, 2025. NTIA approved the Final Proposal on December 4, 2025 and the National Institute for Standards and Technology (NIST) approved the Final Proposal on January 16, 2026. ConnectALL is currently working with NTIA on next steps.

Program Implementation
The ConnectALL Deployment Program Request for Applications (RFA) was released in December 2024, with four rounds of applications due on February 7, March 28, May 12, and July 30, 2025. Through the RFA, ConnectALL will fund projects to construct and install infrastructure and communications equipment to provide high-speed internet access to eligible locations within designated grant areas.

Prequalification Application
The ConnectALL Deployment Program Request for Prequalification Applications was open for applications from June-September 2024, December 2024-February 2025, and April-July, 2025. Prequalification Applications established the threshold qualifications of prospective Eligible Applicants by assessing prospective grantees’ financial, managerial, and technical qualifications, as well as past experience and capacity to deploy last-mile broadband. All entities interested in applying for funding through the ConnectALL Deployment Program RFA must have completed the Prequalification Application process before submitting applications for funding.

Share Updated Information on Location Eligibility
ConnectALL has identified locations across the state that are eligible for ConnectALL Deployment Program funding. If you have information to demonstrate that a location should not receive such funding you can submit this information to ConnectALL for consideration. For example:
- You are an ISP that already serves the location
- You are aware of an enforceable commitment to serve the location
- The location does not require mass-market broadband service

New York State Broadband Challenge Process
ConnectALL verified the eligibility of locations for the ConnectALL Deployment Program through the New York State Broadband Challenge Process, which ran from March to August, 2024 and engaged internet service providers, local governments, and nonprofit organizations across the state. ConnectALL completed its final adjudication of challenges in August 2024 and the results of the challenge process were approved by NTIA in December 2024.

County Partnerships
The ConnectALL Deployment Program – County Partnerships aims to address locations that do not have access to reliable, affordable, high-speed internet service by providing grants for broadband deployment to Counties that have conducted competitive processes to identify internet service provider partner(s) to serve those locations. ConnectALL anticipates awarding a total of up to $50 million to fund direct expenses related to broadband deployment.
