ConnectALL is not currently accepting applications to the ConnectALL Deployment Program.
The ConnectALL Deployment Program (the "Program”), with funding from the National Telecommunications and Information Administration's (NTIA) Broadband Equity, Access, and Deployment (BEAD) Program, will provide grants for broadband deployment to locations that do not currently have access to reliable, affordable, high-speed internet service. The objective of this Request for Applications (RFA) is to solicit applications for funding from Eligible Applicants (defined below).
Grants awarded through this RFA will fund the deployment of broadband to all Eligible Locations across New York State. Based on BEAD Program timeline requirements, ConnectALL expects projects under these grants to commence in 2025 and take up to four years to complete. This RFA is based on the subgrantee selection process outlined in New York State’s Broadband Deployment Initial Proposal, Volume II.
ConnectALL has allocated approximately $644 million of its BEAD funding to make grants for broadband deployment through this Program.

Eligibility
Eligible Applicants for Program funds may be individual organizations or a consortium of multiple organizations with a single lead entity. Applications from multi-entity collaborations must be led by an entity that is authorized and capable of accepting all responsibility and risk for a Program grant if awarded. The lead Applicant may be a corporation; a local unit of government, including counties, cities, towns, and villages; a Tribal entity; a regional planning board formed under the provisions of New York State General Municipal Law; a local development corporation or a 501(c)(3) not-for-profit corporation; an electric cooperative; a public-private partnership; a public or private utility; a public utility district; or a new entity created by the collaborators. All Applicants must have previously completed a ConnectALL Deployment Program Prequalification Application to be considered for an award. Successful prequalification is a condition of eligibility for an award, but not a guarantee of award. Share Updated Information on Location Eligibility
ConnectALL has identified locations across the state that are eligible for ConnectALL Deployment Program funding. If you have information to demonstrate that a location already receives qualifying broadband service (e.g., you are an ISP that already serves the location, you are aware of an enforceable commitment to serve the location, or the location does not require mass-market broadband service), you can submit this information to ConnectALL for consideration.
